I managed to get a kid in who qualified because his parents were so debilitated by alcoholism it had affected his own ability to communicate in regular, ordinary English. I suspect that might be Schlep's issue, or maybe it's just a black thing. I dunno. But I recognize the pattern. I'm here to tell you, Schlep..there are entitlement programs that will pay for you to learn to talk in a way that allows you to be understood by humans! Really!
