That’s not a bad argument/question, there’s an old movie made on what if. Who knows how would it would have turned out but likely numbers would have been reversed. Because whites would’ve had less education, less opportunity… I mean, let’s be serious. There is an argument to the what if scenario you’re talking about.

In some states over the last few years the especially California if you took under a specific amount it was a misdemeanor and nothing happened to you so yes I would call that not being prosecuted. That became so toxic for the states Democrats and Governor hair gel it was finally undone in the November elections.
