Interesting.
I toured East Germany as a soldier stationed in Frankfurt. They took us to the shopping district for foreigners and showed us exactly which restaurant to eat at.* They left the bottom of the bus wide open for us to drop off shoping bags and continue on. They said no one would steal our stuff. In fact, no one would go near our bus, knowing it was closely watched by STASI.
*Decent, but standard German food. One difference, they had only cucumber salad, which was literally a plate of sliced cucumbers with a vinagarette/Italian type dressing. Not bad, but I'd never had a one-ingredient salad.
