What was promised was a 3000 mile wall which couldn't be climbed or breached and which Mexico would pay for. What was delivered was 300 miles of fence, which can be scaled by ladders, cut with a low end power saw, and easily tunneled under - just as opponents said would happen.

All other construction he undertook was replacement of existing fences that were built when W was in office.
