In 1969 Richard Nixon established the President's Commission on an All-Volunteer Armed Force to develop a plan to return to an all-volunteer military.
The very next year, he conducted a brilliant operation in Cambodia, during which more than 10 thousand Reds were destroyed and captured, while the losses of the American army amounted to only 400 people. How did he do it?

First of all, the draft did not end until 1973. In 1970 there were 162,746 men inducted into the US military via the Selective Service (the draft).

As for how Nixon's campaign against Cambodia did it, he bombed the shit out of them. In a 14 month period, ending in April 1970, there were 3,630 bombing missions flown, dropping over 110,000 tons of bombs. That kind of heavy bombing opened the way for the ground troops.

And, in case you wondered, the overwhelming majority of troops in Nixon's "Cambodia Incursion" (as he liked to call it) were not volunteers.
