If they added or replaced the cameras with scanners to read the chip people could be tracked in real time, not after the fact. You wouldn't even need the chip to transmit. So long as the chip is universal the same type of system could be used in any city. The idea of putting chips in people isn't new, every year the ability to make it practical improves.Explain where the tech exists to squeeze a GPS receiver, a radio transmitter and a power source can be squeezed in something small enough to go through that needle.
