The true purpose of government authority is always for the benefit of the people who live under them. A good example is WAR. A nation of people acting individually can't possibly act to defend itself from foreign invader so government uses whatever power it has to force people to act for the common defense of that nation. As much as this action is a violation of the people's liberty it in necessary in order to carry out the necessary act of defending itself but, by definition, that power is used for the people's protection against the invader thus it used for the people's benefit. It doesn't exist for the benefit of the politicians in power.
