But water is many times smaller than the weave of your pants, but the simple piece of cloth stops the droplets.

It is just the nature of anything that acts like a filter. I have a Polaris to pick up leaves on the bottom of the pool. It is not a filter. It just designed to collect large things that fall in from the trees or blown by the wind. When I empty it. There is often smaller particles clinging to the insides of the mesh bag, as they are much smaller than the mesh.
