Law enforcement yes. Not the National Guard. There is a clear distinction.

You should learn more about the National Guard.

The Governor of a state has direct control of the Guard, not the President. The guard only comes under the control of the President is if it is activated and federalized. (I was in the IL ARNG, I know what I'm talking about here.)

The Guard is funded through the block grants to the state and the AG of each guard reports to the governor unless it is activated.

(As opposed to the USAR, which does report directly to the president.)
