I think they selectively enforce that for the purpose of controlling riff raff.
 
Reasons why business will be attracted to California:
38 Million customers;
True, but many transactions can be done over the phone, over the internet and sure as hell don't need to manufacture the good in CA to sell them there. Back in the 60s this might be an attraction, but no so much nowadays. Heck I sell to CA all day and I live in Chictown

Not the attraction it used to be either. The ease of moving and the ease of communication making relocating to any place very simple. My buddy worked in Silcon Valley 5 years back and they relocated his entire division to various rural place through out the country. He got moved to Iowa. Along with the relocation came huge play cuts, but he says he has never saved so much money and I am sure the Corps doing this area saying the same. Location means little nowadays, ESPECIALLY with so many people willing and able to relocate!

Abundance of Universities and Graduate Degrees;
LOL, relocation is not a problem and there is an abundance of competent grad school graduates all over the country.

NOTE: Shit schools, crime rate, illegal alien infestation, HIGH COST OF LIVING, high taxation etc have overset many of the pluses of living in CA!
 
Until the politicians deal with the state unions, the outlook for Ca. is going to be grim.
His cuts in salary are for non union state workers.

The problem is Kalifornia can't cut the salary of union workers under contract, so must go bankrupt in order to void labor agreements.

He will say we will make deep cuts to spending in order to get agreements from the opposition to raise the already highest in country taxes. HOWEVER, as the fine liberal he is (and well politician), I highly doubt any meaningful spending cuts will actually occur!

Oh I live here and I completely agree.

Arny exhausted if not every, nearly every legal tactic for cutting spending within the union employee sphere. The courts said no. The dems and repubs said no.

I agree that technical bankruptcy is the only way to get that pandora back into a box.

Dont rain on his parade! He's honestly pissed that one of his own not only said the words "need to make cuts" but put out an actual plan to do so.

In his heart of hearts he knows it won't pass, and he can blame the reps for not raising taxes, for the death of CA.

When Californians have voted on raising their own taxes, they have defeated those initiatives.
