Given Russian construction quality, I am surprised it doesn't happen more often

I agree. The Russian construction quality is top notch.

For a building to absorb a direct hit from UFO laser beam and not cause a complete collapse of the upper floors...that's a sign of some definitely strong Russian rebars!
