The nation has rejected democrat ideology in a big way. Millions have fled democrat states. the left wing media is in serious decline, 3 out of 10 people have positive view democrats, 2.6 million have switched parties, democrats have lost support in every demographic, the democrat party is in death spiral

"No law, varying the compensation for the services of the Senators and
Representatives, shall take effect, until an election of Representatives shall
have intervened."

#1 Yes delaying compensation is varying compensation.

#2 The vast majority of Congress are millionaires (and those that aren't are still well off), so such a change would have either SLIM or NO impact. (And Slim left town.)

Just FYI, I may be old, but I was applying for jobs with the federal government as recent as 2018. That's a far cry from 1989!

My daughter has been applying for the last two years and there are no jobs that paid near the $86K she was making in the EV industry.

I made $46K in 2007 when I worked for the then DoD. I doubt the wages have doubled in 18 years.

They are essential workers and will work without pay just like the military. My prospective son-in-law, an Army Major, left for the border today and he is not getting paid. Then again, their next paycheck is still almost two weeks out.
