Destroying the garrison at Sandy Hook was considered the first step to penetrating New York City’s defenses, along with Fort Hamilton in Brooklyn and Fort Tompkins on Staten Island. Two or three infantry battalions, and one battalion of combat engineers, were estimated to be needed to capture Sandy Hook, after warships had laid waste to Fort Hancock from the sea, according to the article in Die Zeit.
Once in New York Bay, warships would shell Manhattan, after which Germany expected America to surrender.
