Iran, like all our enemies (including China and Russia) knows we're weak. Not our military, which is the best in the world, but our national soul is wobbly and worrisome.
If WWII came to us with our current mental state, we probably would have surrendered and we'd be speaking German and Japanese.

But "strategically" there is something to be said for hitting their power grid and putting the whole country in the dark.... and then looking for where the generators come up and identifying which ones are likely the guards positions.
