In reality it was the insurgents of the South, until 1877, when the North finally got tired of the occupation and their sons getting killed and left the South to it's own, again. Then it became a terrorist organization in some states that the former elite didn't control, but by the turn of the Century the White establishment controlled the entire South again and the Democrats and the State governments in the South were practically inseparable. Just like the Neo-GOP controls the South today after the Democrats flip-flopped and started supporting Civil Right and Voting Rights for non-whites in America.
