They CAN be. But when you announce that your priority objective is diversity rather than merit, in the majority of cases you end up with a poor choice. You think Pete “earned” his spot as Transportation Sec? Or that Cackles “earned” her spot as VP? Or that KJP “earned” her spot as Press Secretary? They were all picked because they checked a diversity box - and they were all lousy at the jobs.

And that is why the Biden Admin was such a disaster. One of the reasons, anyway.
