The data was taken from National Public Data which sells this data to the government, police, employers, et (typically for background checks) and the data was not encrypted.

In a database each bit of data is a different record.

You name is one, or it could be two if they have separate cells for first and last name.

Then your address could be 3 or 4, street number, city, state, Zip.

The only plus to a breach this size is the odds of your data being chosen for nefarious use are pretty slim.

I have had my data stolen from OPM twice, ATT once and at least two other times I cannot even remember the details of.

So basically you are unaware that things like your ssn is one record, phone number is one record, each address you've ever lived at is one record, each job you've had is one record........ There are multiple "records" for each one of us, not just all of our data together in one record. If you've ever done a records search online on an individual the search goes through multiple record types to compile a whole collection. It takes a few minutes to compile all that data.

I have no idea how government stores data but that would surprise me, every mainframe computer system I've ever dealt with had all of that data together on one record, and I don't see why iy would take an entire separate file just to store one short line of numbers. Even a simple business keeps all the data from a customer in one record file.

It's a company that "scrapes" data so it's not compiled in one record per individual, it's compiled in different generalized "folders" that are then searched individually to complete a single profile upon purchase for background checks. It's not the same as what you're familiar with.
