The sales taxes are local consumption taxes. Local real estate taxes also fund a lot of schools. Other countries have different systems.

Boy, oh boy, oh boy. Here are some hints: Germany's corporate tax rate 30% lower than ours--yes, 30% lower. Germany long ago instituted very tough tort reform. Germany has imposed tough restrictions on labor unions' bargaining power and on labor costs. Germany's exemptions are structured differently than ours. Germany spends a fraction of what we spend on defense. Germany's government is smaller than ours per capita--German government workers are a smaller percentage of the German population than federal workers are of the U.S. population.

I'll gladly trade you "free" education in exchange for reducing our corporate income tax rate by 30%, German-style tort reform, German-style labor reform, and a reduction of the federal workforce down to the German level per capita. Of course, we can't cut our defense spending down to the German level, but we can reform the defense acquisition process, which would save us billions per years.

German education is obviously better than American. First of all it has more long history and tradition. Moreover it attracts more student around the world. The amount of taxes do not play decisive role IMHO.
