Chances are good that the FBI assisted.
It's an executive branch position, the president constitutionally gets to pick....
But it is the Senate who gets to vet, and consent or deny the pick.... And they need to do a much better job!
FYI
The govt got all the govt emails. Her personal and private emails were not turned over to the archives, as per the regulations....and yes, her staff had those deleted!
The archives got ALL of her govt emails....for her records and future FOIA requests, even the govt emails missing from records transfers with updated devices that Comey said happened.
What the govt did to secure all of her records, is to search every email of her staff and govt people she dealt with, and made copies of any communications she had with them, and compared them to the records the FBI was able to retrieve, to make certain they had everything.

That's one whole executive branch official convicted of a crime in two and a half decades of Democrat leadership.
In the 28 yrs that Republicans have held office over the last 53 yrs they have had a total of, 120 criminal indictments of executive branch officials. 89 criminal convictions and 34 prison sentences handed down.
It might take me all day to list the corruption of the Trump regime, new evidence comes out, every day.

“The report provides a brief overview of Manafort’s “connections to Russia and Ukraine,” which date to “approximately 2004.” In brief, Manafort began work then for the Russian oligarch Oleg Deripaska and pro-Russian oligarchs in Ukraine, which eventually led to his role in engineering the 2010 election to the Ukrainian presidency of pro-Russian candidate Viktor Yanukovych. While the Mueller report described Deripaska as “closely aligned with Vladimir Putin,” the committee’s report is much more direct: “The Russian government,” the committee writes, “coordinates with and directs Deripaska” in conducting influence operations, with which Manafort also assisted. At another point, the committee states that “Manafort’s influence work for Deripaska was, in effect, influence work for the Russian government and its interests.”
