It's extremely difficult to get a seasonal work visa for these immigrants. It's mostly just for Mexicans living near the border, due to the special relations that the US has with Mexico. It's not for everyone and they only give out a certain number of them yearly. Your claim that these people don't come here to work is ridiculous. They're one of the hardest working people.
