You seem to be conflating a previous settlement with Cobb County with the suit against the other districts.
Cobb County was using a test called the ACCUPLACER exam. That test was developed by the GA technical college system to determine appropriate placement levels for new students enrolling in GA Tech colleges.
It is not a what one would really call "college level" test, it is used for ranking someone's level of knowledge of various subjects. But it's not tailored for firefighters either, so you might consider it inappropriate, I guess. It's just a general knowledge test. Not a "pass-fail" test, a placement level test.
The CEB test was specifically created for applicants for entry-level fire and police positions. You needed to get 70% to pass, and black applicants were failing at a much higher rate than white ones, hence the suit...
