What about U.S. bomb shelters? Does your town or state have enough bomb shelters to protect the civilian population the way the Finnish state does?

These bunkers aren't used just to protect people from nuclear attack. They can also be used to protect civilians from the effects of conventional warfare happening at ground level. And, as the video shows, they can also be used to house public facilities like skating rinks, gyms, etc.​

It would be good to have massive Atomic/Hydrogen/Neutron bomb shelters throughout the United States. I've thought that for decades. Having said that, the problem is, at least for Finland's nuclear bomb shelters. Over the decades, missile/rocket technology has increased substantially and nations like the US, Russia and China, have "bunker busting rockets," and they could easily penetrate Finland's bunkers. Add to this, both China and Russia have no problem on attacking "civilian" targets.
