Read federalist no.10and no.68. Talks about "factions" and "Electoral Collage." The new Constitution was designed to have a system of shared powers between the states and federal government. Several compromises were reached at the Convention. States were granted the right to hold their own electoral process, and Electoral College established to ensure that each area of the nation was represented in the process. In Federalist no.10 Madison talked about "factions" and how the new government can best deal with them.
