Exactly. Except for the fact that you have to charge them with something, and I doubt any grand jury would indict them because they committed no crime.

Surely you agree that if their correspondence indicates their collective intent was to cause servicemen to question and or refuse to obey legal orders, a crime was indeed committed.

"Attending". When you are at home, you are not attending a session of Congress.
And in any even, in cases of treason, felonies, and preaching the peace, congressmen have no constitutional protection from arrest.
