They do not allow out-of-state residents to obtain a carry permit.
That is, there is no way for me, a resident oh Ohio, to legally carry a gun in CA NY HI.

A majority of the people in those states voted for gun control laws. It is known as democracy. Why do you think your rights are more important than theirs? Could you move to those states and buy a gun?
