You mean copyright laws that allow Gates to get money off of programs his company owns?

You don't want rich people? Get rid of capitalism and instate a totalitarian fascist regime with as socialist economy. You know, like the one they're working on.

Or you could simply increase punitive taxation, since the Death Tax isn't enough.
