It’s a democratic primary. I’m guessing the DNC wanted a barrier/third party to control the count so they couldn’t be accused of bias against Bernie or any other campaign. Or perhaps the DNC didn’t have the internal resources to handle the job so they outsourced it to somebody who does. Both scenarios make sense to me. Not seeing what the issue is?
