Documents were packed among his own personal items, no by him personally and not under his direction.
There is no proof that Biden knew he even had the documents and as soon as it came to his attention he returned them as quick as he could.
Pence did the same thing. This is not a crime. This is error which neither directed by or concealed by Pence or Biden.

If you want to make it simple in your head, one is your neighbour accidentally leaving your coat in his car, finding it and bringing it back to you the next day.
The other is your neighbour taking your boat without permission, not telling you he has it. When you find out he has it he says he owns it. Then you get a court to order him to return it and he sends you hull but keeps the engine and wheel house and tells you that is all you got. Then he shows everyone your neighbours what he has and then destroys some of your items... And that is not even a full example how much the gap is..
