The imposition of a dusk to dawn curfew would end that "protests," because there are no protests. There are daylight staging activities for the intended riots. Stop the riots and there will be no inducement to gather during the day.

As with the mostly peaceful bombing of Hiroshima, the 17 hour flight that is peaceful has no purpose without the payload at the end.
