From time to time, various factions have make hay over the 1939 British White Paper on Palestine. And while they often quote from it, they certain don't tell the end of the story. It is not a pretty story.
Unless & until those Zionists in Israel end the occupation by finding a way to send the Palestinian squatters back to their native homelands, there will be no peace.

The British 1939 White paper stipulated that Jewish immigration to Palestine was to be limited to 15,000 a year for the first five years, and would subsequently be contingent on Arab consent. Restrictions were also placed on the rights of Jews to buy land from Arabs. After this Ben-Gurion changed his policy towards the British, stating: "Peace in Palestine is not the best situation for thwarting the policy of the White Paper".[25] Ben-Gurion believed a peaceful solution with the Arabs had no chance and soon began preparing the Yishuv for war. According to Teveth 'through his campaign to mobilize the Yishuv in support of the British war effort, he strove to build the nucleus of a "Hebrew army", and his success in this endeavor later brought victory to Zionism in the struggle to establish a Jewish state.'[26]
During the Second World War, Ben-Gurion encouraged the Jewish population to volunteer for the British Army. He famously told Jews to "support the British as if there is no White Paper and oppose the White Paper as if there is no war".[27] About 10% of the Jewish population of Palestine volunteered for the British Army, including many women. At the same time Ben-Gurion assisted the illegal immigration of thousands of European Jewish refugees to Palestine during a period when the British placed heavy restrictions on Jewish immigration.
In 1946, Ben-Gurion agreed that the Haganah could cooperate with Menachem Begin's Irgun in fighting the British, who continued to restrict Jewish immigration. Ben-Gurion initially agreed to Begin's plan to carry out the
1946 King David Hotel bombing, with the intent of embarrassing (rather than killing) the British military stationed there. However, when the risks of mass killing became apparent, Ben-Gurion told Begin to call the operation off; Begin refused.[28]
Illegal Jewish migration led to pressure on the British to either allow Jewish migration (as required by the League of Nations Mandate) or quit they did the latter in 1948, not changing their restrictions, on the heels of a United Nations resolution partitioning the territory between the Jews and Arabs.

(NOTE: Neither the Jewish people or the Arabs agreed with it; just as a side note.)

110. The Mandatorys new statement of policy was examined by the Permanent Mandates Commission at their thirty-sixth session in June, 1939. the commission reported that:
the policy set out in the White Paper was not in accordance with the interpretation which, in agreement with the Mandatory Power and the Council, the Commission had always placed upon the Palestine Mandate.
They went on to consider whether the Mandate was open to a new interpretation with which the White Paper would not be at variance. Four of the seven members
did not feel able to state that the policy of the White Paper was in conformity with the Mandate, any contrary conclusion appearing to them to be ruled out by the very terms of the Mandate and by the fundamental intentions of its authors.
The other three members were unable to share this opinion; they consider that existing circumstances would justify the policy of the White Paper, provided the Council did not oppose it.

Having said that, the British Parliament had already approved it as Policy. It should be noted that the Parliament knew at the time that Germany had already started (in 1933) to establish Concentration Camps in Europe. The Jewish Population in Europe was approximately 9 million souls. By the end of the War, there were less than 3 million survivors. There is no question that during the period 1939 and 1945, Jewish immigration exceeded the arbitrary limit. They were running for their lives (literally).
At least in part, the intent of the original Allied Powers was to establish an enclave sufficient to preserve and protect the Jewish Culture. This enclave came to be known as the Jewish National Home. It goes without saying that there was absolutely no honor or chivalry in supporting the tenants of the British 1939 White Paper, either now or then. What moral high ground can be claimed by such - when - at the very time the Jewish People needed protection the most, the Arab Palestinian and the British Mandatory denied it to them. The members of the Permanent Mandate Commission knew it then and that is why every last one of them abstained from approving it. But more importantly, the sever consequences of obstructing immigration then still resonates on today.
I think, etched in the soul of the Holocaust Survivors, and their descendants, is the understanding of the value of life. Something I think goes totally unappreciated by the Hostile Arab-Palestinian.

When someone asks me about the honor, integrity, moral values, and chivalry of the Arab-Palestinian ---- when someone addresses the issue of apartheid and ethnic cleansing, ---- my thoughts go back to these few words: "wipe them out man, woman and child."
Immigration? A small matter in the long run. Old news, very old news. What is new? Nothing! The Arab-Palestinian is just as dishonorable and violent prone today as it was during the time of the Black Hand and the martyr Izz ad-din al-Qassam; namesake of the al-Qassam Brigade.
