Congress thinking they were doing something "GOOD" for Americans!!!
In 1986, Congress enacted the Emergency Medical Treatment & Labor Act (EMTALA) that if a hospital takes
Medicare, they have to regardless of an individual's ability to pay. provide stabilizing treatment for patients.."
Intervention in a complex system..
Evidence:
I have access to a database of 6,000 hospitals in the USA specifically to what they charged Medicare and what the hospital's cost to perform the services.
In 2009 the University Community Hospital in Tampa sent Medicare 2,110 claims for CAT scan no contrast.
Each claim averaged: $2,635 which is what the hospital billed Medicare...
The hospital's ACTUAL COSTS to perform the CAT SCAN was $43 a mark up 6,127.91%
In 2011 Medical Center of Lewisville, Tx sent to Medicare 700 claims for CAT scan no contrast each claim for $4,270.
The cost to perform the service was $153. A 2,690% markup.
So these are two examples of how Medicare is "OK" with the markup BECAUSE of EMTALA!
For something that had good intentions but interference with a complex system just snowballed to the point we have now!
FOLKS! There has always been a simpler way of allowing these uninsured to be serviced WITHOUT the hospitals "padding and passing"
on to Medicare/insurance and out of pocket payers!
There is a simple way that would entail NO destruction of the perfectly working fine health care system!
There is a simple way of paying for these truly 5 million uninsured that are legally here, are not covered by Medicaid and do want coverage!
