Easiest move would be to remove federal workers from California. Especially border patrol, TSA and FBI and relocate them to the state borders. Fly into CA from anywhere any time. Fly out to any other country at the discretion of the destination country. But no flights from California to anywhere in America. Only way to fly out would be to pass through the repositioned TSA facilities on the way to airports in maybe Nevada.....
