To gain the understanding of the Second Amendment all one needs to do is to read what our founders said about the Second. If you still don't understand move or shut the Hell up.

It would be easier if people just stopped trying to make it mean something it doesn't
in order to intentionally circumvent and violate something it specifically states is forbidden.

A State or Local authority can write a law that requires every State Citizen over the age of 18 to own an AR-15 and reasonable amount of ammunition,
adhere to the commands of the provisional leaders, and attend a few days of training annually.

That wouldn't violate any Constitutionally Protected Rights.
Attempts to Infringe upon or prohibit the exercise of an individual's Constitutionally Protected Rights because the State or Local Authority
hasn't exercised the Powers reserved for them in the Tenth Amendment, would be Unconstitutional.

The problem isn't that the document is unclear or difficult to understand.

Its true the original 2nd amendment was only a restriction on federal gun laws, but it is federal gun laws that are the most abusive and illegal due to the 2nd amendment.

If you read all state constitutions, they have something similar to the 2nd amendment, so state and local gun laws often are still illegal.
And since the 14th amendment after the Civil War, the federal government is supposed to protect all individual rights from state or local abuse as well. And gun laws are inherent infringements on rights.

If there are people with a criminal or mental illness history that makes them dangerous, gun laws are useless.
They are going to still be even more dangerous with toxins, flammables, explosives, motor vehicles, etc.
So clearly really dangerous people need to be institutionalized, not just put on a no firearms list.

the Second Amendment applies to individuals too....all rights in the US Constitution are not without limits.

For example, a warrant is not always required, you can be held without bond, I can't scarfice my first born in the name of Abraham and claim it's my faith.

The wording "shall not be infringed" makes those exceptions very few and very far between. Certainly not banning the most ownd rifle in the US like the AR or ban all handguns or whatever like the Liberals have tried to do.

What traits make an "assault rifle"?

You can't do this without hitting a lot of other gun characteristics.

If we need to improving vetting in general let's discuss that. But no tracking and no sneaky shit.
