To gain the understanding of the Second Amendment all one needs to do is to read what our founders said about the Second. If you still don't understand move or shut the Hell up.

It would be easier if people just stopped trying to make it mean something it doesn't
in order to intentionally circumvent and violate something it specifically states is forbidden.
A State or Local authority can write a law that requires every State Citizen over the age of 18 to own an AR-15 and reasonable amount of ammunition,
adhere to the commands of the provisional leaders, and attend a few days of training annually.
That wouldn't violate any Constitutionally Protected Rights.
Attempts to Infringe upon or prohibit the exercise of an individual's Constitutionally Protected Rights because the State or Local Authority
hasn't exercised the Powers reserved for them in the Tenth Amendment, would be Unconstitutional.
The problem isn't that the document is unclear or difficult to understand.
The first place to start in achieving a better understanding is for people to stop trying to figure out how it doesn't work,
grants the Federal Government Powers reserved for the States, and goes completely against what is specifically forbidden,
in attempts to rob the People of their Rights.
