This is good news for the republic and democracy.

Trump tried to push the retarded theory that Pence could overturn the election. Because yes, The Founders who wanted a decentralized republic instead of the will of one man governing everyone inserted this provision into The Constitution that allowed the Vice President to determine who would be President. Too bad his most rabid low-IQ fanbois and grls believed this bullshit because precious snowflake feelingz.

Anyways, the Senate is close to striking a deal on clarifying the provisions of the ECA.

But I'm sure The Squad and the progressives will find some reason to oppose it, like Climate Change, socialism, veganism, pronouns, or something.

Democrats always call it "reform" when you trash something

There is zero reason that, in this day and age, it takes 2 months to count electoral votes.

Here is what I'd do.

Have the election on basically the first Tuesday in November (it's technically the "Tuesday after the first Monday)...just have it on the first Tuesday in November. Doesn't matter that much...if the first Tuesday happens to land on the 1st, I'm sure we'll be okay.

Spend the rest of November determining who won the elections; hearing any challenges, court cases, etc... Have a winner by 11/30. 20-30 days to count the votes, have the electors meet, have the electoral votes counted is plenty of time.

On 12/1/, if there was a Presidential election, by law, the incumbent administration must "open the books" to the incoming administration. Full access. Not every administration, of course, will have nominated everyone that will eventually be selected for cabinet positions but the incoming administration can, at least, see the horror show they are taking over. The key is to not hamstring the incoming folks the way Trump did.

So on 01/20 the following year, the Presidential learning curve is not so steep so that she or he can be an effective executive instead of starting from behind.

The squad is too busy trying to figure out how to make bail and get out of jail.

I say Democrats reject it and allow Kamala Harris decide which Electoral Votes will count

It does when you're still voting, like the Democrats in the last election where you continued to vote until you flipped six States (Georgia, Pennsylvania, Michigan, Wisconsin, Nevada and Arizona) and flipped the election to Biden

We need to pass a law giving the Vice President the authority to overturn States Electoral Votes

Kamala Harris would appreciate it

So, you're saying that the law was vague.
