Here is the sad reality, you could double or triple police budgets and the crime will continue. Police budgets in Canada confirm this (though much of the crime here is committed by the police themselves).

These are social issues. From music, movies, loss of God, lack of responsibility, lawless open borders, lack of accountability for politicians and leaders that tells their citizens "to hell with what's best for all, do what's best for YOU!", poor, uninterested, economically stressed parents, poor schooling expectations etc etc.

Crime is a social issue and very difficult to correct when a society loses faith and demands less of themselves because others did the same and were horrible role models.
