and is that slur only

Technically if you have signed up with the Selective Service System, you haven't "dodged the Draft" - yet.
"Currently, all men between 18 to 25 are required to register with the Selective Service System."

It starts with mental(intelligence) and physical testing for classifications and moves on from there. Last I knew, SSS is in current, dormant, status, not doing extensive classification determinations.

If the SSS started doing the induction process, technically you are only a "draft dodger" if you to report for induction.
Colloquially some want to claim anyone not classified as "1-A" is a dodger.
