Trump pays no attention to congress or the constitution. So he simply will not approve the regulations to cut Medicaid speeding. He probably will issue an executive order that says HHS are not to pay any claims for illegals. Since states do not send claims from known illegals to the fed nothing changes.

He will send his tax cut bill to the House in few months and every republican will vote for it regardless of what he does about Medicaid. When republicans in the House start campaigning next year they will need that tax cut.
