Maybe for security reasons. But the temperature at 12 noon when the inauguration starts is predicted to be 23 degrees and if that changes it is likely to be downward instead of warmer. For his inauguration in 2017 and for Biden's in 2021 the temperatures were in the upper 40s. Obama also had good weather for both of his inaugurations.

But I would agree wherever they set up audio and video for the inauguration, it will likely be packed.
