Donald Trump to withdraw from Paris agreement, 'change course' on climate change, says adviser

London: The man who wrote the Trump administration's environment action plan says the environmental movement is "the greatest threat to freedom and prosperity in the modern world" and said the United States was about to change course on climate policy, including withdrawal from the Paris agreement.

Myron Ebell, who led the Environmental Protection Agency transition for the new administration, said he gave the president three pathways for withdrawing from the 2015 Paris agreement on greenhouse gas emissions, at least one of which could be done "right now".

He also said the president had been clear he wanted to abolish the EPA - though it might survive as a channel for pollution clean-up grants to states.

And he hinted at an end to emission standards for US vehicles, through abolishing the EPA's 'endangerment finding', which had given it powers to protect the public from the health threat posed by greenhouse gases.

"A sole-executive agreement can only be negotiated and entered into through the president's authority (1) in foreign policy, (2) as commander-in-chief of the armed forces, (3) from a prior act of Congress, or (4) from a prior treaty.[1] Agreements beyond these competencies must have the approval of Congress (for congressional-executive agreements) or the Senate (for treaties)."

Unless and until it has had 2/3rds approval its open to withdrawal.

Paris is an extension of the 1992 treaty, which the senate did approve.

The 1992 treaty said "Everyone agrees to reduce emissions, exact details to be worked out later." Tossing out Paris is breaking the 1992 treaty, because you're clearly not agreeing to reduce emissions.

If the USA wants to withdraw from that treaty, they need to give 4 years notice.

None of this will matter President Trump is going to begin defunding the UN, so either China will have to pay double the amount to make up for the loss of American money or the UN will be left to wither on the vine.

"One has to free oneself from the illusion that international climate policy is environmental policy.
