Trump received property that didn't belong to him, no one is accusing him of stealing that property. It was just accidentally packed with his things and sent to his residence.
When the error was found, the Government asked for their property back. No harm, no foul...
Trump first delayed that for a year claiming his property was among their property and he needed time to do this... This could have been done in a few hours but Trump was stalling and was now showing the Government property to people who weren't allowed to see it.
Then Trump gave back the Government their property and claimed that from his knowledge is all he has.
That turned out to be a clear lie. The Government knew is wasn't that truthful and subpoenaed the security tapes for Trump residence and could see his staff moving their property around his residency...
