No, we have had a trade agreement with Mexico and Canada since NAFTA that was renegotiated under Trump 45. All of that does not equate to 'fair trade' though.

Trump's negotiated trade agreement with Mexico and Canada was a huge improvement over NAFTA and made it more fair to the USA. Trade is not now the problem but rather other things both countries have been doing to our detriment. I suspect a reasonable compromise will be worked out. Trump forgives and forgets quickly when that happens.
