I think they look at diversity as a tactic, a process, and not an end result, too. If we end up diverse through merit, that's just as good as anything else.

Merit does the opposite of create diversity. If you look at foreign countries, minorities tend to be concentrated in specific professions and industries. They also tend to be concentrated in various income quintiles. For example, in Malaysia the top income quintile is dominated by the Chinese minority. In this country, the tech sector is dominated by those of Chinese and Indian descent.
