Saw a really interesting exhibit a while back at a world history museum. It was tracing the long range migration patterns of people over time. The data showed patterns that, seemingly, had nothing to do with political borders and nation states. People were moving for other reasons (climate, food blight, etc ...). The governments involved just had to deal with it, one way or another.

I think the paradigm we can't seem to shake is the conviction (held by both "sides") that government drives, shapes, controls society. It doesn't. It's the other way around. Governments follow, or they get left behind.
