I didn't say it would be easy, but with time and a systematic method it might be doable.
I'll agree the primary and urgent goal should be regime change as in end of the theocracy.
Seizing Kharg Island would have to be via airborne/air mobile landings since it may be a challenge to get amphibious landing ships through the Strait until that channel is secure.

One way to clear it would be intensive drone surveillance and mobile radars that can spot any launch sites and provide quick response to such.* Also extensive survey of the area to find any visible cave openings or launch sites in advance. With command of the air, air-mobile infantry could be lifted into any detected hiding/launch site to cleanse such. I'm certain there are some methods and tech the military can use that aren't part of public knowledge.

* A comparable example; When my older son was serving with 1st Cav in Baghdad they had a frequent annoyance in 2-3 81mm mortar rounds landing inside the base. Causing a bit of damage and personnel injury. It was clear this was a hit and run process, but where this 'mobile' mortar was at remained elusive for awhile. Then one day a predator drone flying overhead spotted the pick-up with a mortar in the back bed. The truck would back into a regular and predetermined launch location, the crew drop 2-3 rounds down the tube in quick action, then throw a tarp over the weapon and race away.

On this occasion, things don't go according to the enemies plan. The Predator put a laser-target-designator beam onto the vehicle, a nearby 155mm howitzer fired a laser seeking canon round, and before the mortar crew was done and ready to dash, they got impacted! Scratch one 'mobile' mortar and crew.

As I already mentioned, I'm opposed to all ten of the items.
I presented the list/link for information purposes.
I doubt either the USA or Israel will put any in place.

As for removing current theocratic rulers and replace with a more secular, representative government; I'd say that has to be the USA.
Israel already has more on it's agenda than it can handle.
Europe/NATO are too incompetent to do this correctly. They are the ones who started to screw up the Middle East over a century ago.
If the USA wants to reduce chances of having to back again a few years/decade from now, we need to complete the job and do so fully and correctly.
That would be;
1) Remove the Islamic theocratic rulers of Iran, replace with more secular, egalitarian and honestly representative government.
2) Assure Iran will not enrich radio-actives to weapons level. Lower enrichment for a bona-fide nuke power plant could be OK.
3) Do like we did to Japan at end of WWII and set Iran's military at a very low size for inner defense only.
4) Require China to start arms reductions to draw down it's threat in the Western Pacific region if they want petroleum export from Iran (with a stiff tariff on it).
5) Allow some Europe sharing of security and costs, along with petroleum access, provided they are vetted and under USA command.
6) Seriously consider and/or employ methods to majorly degrade the hostile Jihad dogma/scripture of Islam.
7) May be others I've not thought of yet.
