Carter didn't crate the Department of Ed. It's roots go back to the 1860's.

The Department of Education Organization Act in 1979 was an act passed by Congress to make the existing structure. Carter couldn't create and fund a whole new department without Congress putting the legislation before him.

There have always been quirky, different children just as there are quirky, different adults. I'm not talking about that. I'm talking about true disabilities--children not developing normally because of their neurodevelopment.

I have always recognized some kids have short attention spans and like to move. I'm not talking about that. That's just kids being kids.

This is different, and it's being brought on by something biological. I'm on the ground here.
