It seems like the people you're calling the "left" are those who most political scientists and other commenters call the "far left" — democratic socialists, radical progressives, and outright anarchists. This is in contrast to the garden variety moderate-left liberals that make up most of the party. In that case, I think you made up the 3% number but your point isn't far off; the far left isn't in control of Democrats, and in fact has a bad (to them) habit of sabotaging Democratic initiatives if it didn't get its way (see Nader, Ralph and Stein, Jill).

Biden is the most progressive President we've ever had, but he's still firmly in the moderate camp.

Please name some policies and laws enacted by Joe that you consider progressive.

Sure you can. FDR and LBJ were far more progressive than dumb Joe. With a few exceptions as you’ve noted, Joe is no different from most R politicians. In fact, his long career as a senator proves he’s not a progressive.
