What was “promised”? The key benchmark is the Congressional Budget Office (CBO) estimate that the ACA would increase coverage by about 32 million people by 2019.
Given that ACA-related coverage is now around 40 million people, the “less than half” line is just made up. If anything, in the long run it matches or exceeds the early projections once you include Medicaid expansion and marketplace plans together.

We are about to find out if Republicans really want the shutdown to end, because if they do not agree with Democrats counter proposal, it follows that GOP does not care about the people who are suffering from this shutdown.
