Obamacare, known as the Affordable Care Act (ACA), was influenced by the 2006 health reform promulgated in Massachusetts, by Democrat State legislature which served as a model for expanding health insurance coverage and implementing regulated health insurance exchanges. This earlier plan aimed to provide affordable coverage and included provisions to help those with preexisting conditions.
It came from Stanford professor Alain Enthoven, who in 1978 proposed using the federal employee benefits program as a model for a national health program. The Massachusetts state Legislature then followed those precepts to create the first Federal ACA Bill which was later adopted by Democrats and then president Obama.
But like 'Topsy', the ACA at birth grew out of proportion. ...
