Democrats do not control time. The death of inferior, obsolete technologies is inevitable.

Under Trump - plunge halted and even growing a smidge. Hillary promised to put them out of work. Fake News and the Left gleefully told them "to learn to code".

Because they are idiots? They are pushing "electrical everything" and a significant amount of Electrical power IS Coal Power. The cleaner sources are Hydro and Nat Gas, but of course Dems don't like that. Nuclear could be better if we used the type that can't melt down, but we went with the type we have now because at the time were in a nuclear arms race and now we continue out of sheer momentum, the Left is no help there. They like wind, as long as it's not in their own neighborhoods, but disposal of commercial windmills beyond their service life is major problem and worn out solar panels are landfill nightmare.

It's hard to know what it will take to break through the delusion Democrats are under and get them back into touch with reality. We may need to build walls around the blue areas and let them learn to work with reality as it is, rather than as they demand it to be.

Not physical walls necessarily, but, cut off their access to other folks money and let them form theories of governance that actually work while the Federal Government ensures that the people they wish to control have full freedom of movement. We should stop bailing out failing states and if they bankrupt, they revert to a Federal Territory until they can form a new functioning government.

This is at the State level, but, take CA, So Cal and the Bay are deep blue, the rest of the State is much more balanced. With Oregon you have the same thing with Portland. IL - separate Chicago and NY, separate out NY City.
