If, by
“free speech”, you mean pornography, obscenity, foul language,and other degrading stuff, then yes, the Democrats are, and have long been, on the side of
“free speech”.
But if what you mean by that term is the genuine expression of sincere beliefs and opinions, which are controversial, then no, the Democrats are not on that side, and haven't been for a long time, at least not if they don't like the opinions that you wish to express.
Some years ago, I was watching the newer reimagining of
Planet of the Apes, and it struck me when this line was spoken, by a character who, in the ape society, was considered to be among their lowest of scoundrels, that it was a perfect expression of the modern Liberal/Democrat view of
“free speech”:
